It's a pop filter...
It's a pop filter... basically a round frame with some material stretched over it to stop "p" sounds pushing moving air onto the microphone diaphragm.
That photo was taken with the onboard camera in my laptop... So in between the camera is the microphone and the pop filter.
And yes, that is a budgie on my shoulder.
Arrrrrgh me matey. Pirate radio.
Arrrgh.

I do believe it's one of those classic journo wide brim hats, with possible notepad tucked in the ribbon ala the 1960's 70's journos :)
